Senior Program Advisor Job in Addis Ababa, Ethiopia - African Society for Laboratory Medicine (ASLM)

Position Responsibilities:
 
Under the supervision of the Director of Programs, the Senior Program Advisor will ensure implementation of best practices and achievement of strategic objectives for ASLM program activities. 

This position is expected to provide technical support to project staff and to oversee the design and implementation of a set of laboratory strengthening activities at country levels. 

S/he will ensure quality implementation of activities; coordinate closely with the Director of Programs and other partners; and synthesize, document and share best practices and lessons learned with partners at all levels. 

Responsibilities include, but are not limited to:
  • Articulating, through writing and presentations, the project’s goals and approach to ensuring quality in any ASLM engagement;
  • Providing written and verbal guidance to the Director of Programs on the compliance and application of all project contractual requirements;
  • Collaborative development and communication of the project’s approach to team members, including senior program managers, technical advisors, and field staff, and project partners;
  • Serving as the focal point for understanding the status of, and reporting on progress of, ASLM project-funded efforts, with special emphasis on efforts funded by the US Centers for Disease Control (CDC) Cooperative Agreement (CoAg);
  • Leading or supporting, as relevant, ASLM efforts in-country;
  • Managing activity teams, consultants, and associates as needed;
  • Support Director of Programs and ASLM team in building upon existing tools and leading the development of innovative, effective, country-appropriate approaches to ensure the efficiency, acceptability and impact of ASLM at country level;
  • Stay abreast of new technical developments in laboratory services and serve as a technical resource for technical staff and stakeholders as needed;
  • In collaboration with the Director of Programs and other senior leadership, will lead the establishment of and oversee an effective cost share strategy to support the program goals of ASLM.
Position Qualifications:
 
Minimum Education & Experience:
  • Master’s Degree in public health, medicine, political science, social sciences, international development or related field; Doctorate or PhD preferred.
  • At least 8 years of senior-level experience in a similar advocacy, representation, or management role interacting, influencing, and negotiating with senior-level officials and counterparts at the national, international and community level.
  • Demonstrated technical leadership experience in health system strengthening, particularly as it relates to program design and implementation, advocacy efforts, and analysis of needs and gaps.
  • Proven ability to create and maintain effective working relationships with host country national and local level government officials, donors, stakeholders, INGOs, in-country collaborators, implementing partners and US government agencies.
  • Experience working with complex programs involving short deadlines, multiple tasks, in coordination with multiple partners, to achieve expected results.
  • Demonstrated leadership qualities including the ability to develop and communicate a common vision among diverse partners.
  • Strong interpersonal, communication (verbal and written) and presentation skills.
  • Fluency in English, both written and oral is required as well as strong public speaking and facilitation skills.  Working knowledge of French or Portuguese a plus.
