Workforce Development Officer Job in Addis Ababa, Ethiopia - African Society for Laboratory Medicine (ASLM)


Title: Workforce Development Officer
 
Reports to: Director of Programs

Position Responsibilities:
 
Under the supervision of the Director of Programs, the Workforce Development Officer manages the learning and professional development of ASLM and other assigned staff. 

This position produces strategic and workforce development plans linked to short- and long-term objectives (work activities) related to, but not limited to:
  • Cross-agency and cross-sector collaborations to support development and sustainability involving the laboratory sector;
  • Development and collation of best practices in the diagnostic sector, and contribution to the establishment of evidence based development;
  • Workforce development policies, systems and procedures;
  • Identification of training and development needs for laboratory sciences within ASLM and for in-country projects and/or staff;
  • Oversee development of grant applications for corporate, federal, and private funds as assigned;
  • Assist with budget adherence for planned programs as well as assessments of return on investment for trainings or development programs;
  • Production of training materials for in-house courses; manage the delivery of trainings and development programs and, in a more senior role, devise a training strategy for ASLM;
  • Creation and/or delivery of e-learning (distance learning) training packages;
  • Ensure statutory training requirements are met;
  • Evaluate trainings and development programs; amend and revise programs as necessary, in order to adapt to changes occurring in the work environment;
Position Qualifications:
 
Minimum Education & Experience:
  • Bachelor’s degree in education, administration, planning, or a related field master’s degree preferred;
  • Four (4) years experience in skills assessment and training, or a related field. One year of this experience must be in a supervisory or lead worker capacity. Another year of this experience must be in planning and administering a grant-funded program;
  • Knowledge of workforce development methodology, programs, resources, and providers;
  • Knowledge of grant writing and grant application processes;
  • Skill at operating in political environments;
  • Skill in communicating effectively using various means;
  • Fluency in English required, working knowledge of French or Portuguese a plus.
