Director of Financial Management and Operations Job in Kampala Uganda - Johns Hopkins Bloomberg School of Public Health Center for Communication Program


The Johns Hopkins Bloomberg School of Public Health Center for Communication Programs (JHUCCP) seeks a qualified Director of Financial Management and Operations for a USAID - funded project in Kampala, Uganda
Summary
 
Provide management and direction to project staffing development, implementation and maintenance and financial operating standards; and serve as the primary resource for all project field office staff regarding applicable local laws, USAID regulations and JHU policies which applies to JHUCCP Uganda activities.
In addition, this position will interface with JHUCCP headquarters, representatives from USAID, JHUCCP subcontractors and grantees, cooperating agencies, and Ugandan local authorities in matters of project finance.
 
Director of Financial Management and Operations
 
This position will be responsible for oversight of financial management and daily administration of project activities for a large, USAID-funded project. 
This position will report to the project’s Chief of Party.
 
Essential duties and responsibilities:
  • Supervise the day to day management of the project financial management system
  • Prepare annual workplan budgets and track expenditures on a monthly basis, providing pipeline reports for the Chief of Party.
  • Assist project staff in the competitive selection of contractors and in the development of contracts, agreements, and purchase orders.
  • Track all JHUCCP sub-awards utilizing databases.
  • Facilitate the capacity-building of project staff on JHUCCP and USAID policies and procedures.
  • Supervise, on day-to-day basis, assistant finance staff members.
  • Act as liaison with banking officials, assuring timely transactions and the receipt of banking information.
  • Review or manage the review of quarterly financial reports and requests for funds from JHUCCP subcontractors and grantees.
  • Work closely with JHU·CCP Baltimore for the approval and issuing of awards and payments to subcontractors.
  • Review the QuickBooks transactions to ensure proper coding and usage of funds.
  • Provide financial technical assistance to collaborating partners as required.
  • Assist the project Chief of Party with JHUCCP personnel compliance; work with headquarters on salary increases, promotions, staff reductions, and other actions, as needed; serves as liaison with host country labor relations officials.
  • Maintain a payroll system for tracking and validating salary amounts and fringe benefits.
  • Maintain an effective time sheet system for tracking days worked, effort, and leave.
  • Advise the Chief of Party on all matters regarding local laws including but not limited to tax payments, employment law, banking, procurement, and customs clearance.
  • Perform other duties as required by the Chief of Party.
Minimum requirements for this position:
  • Master’s Degree in Business Administration, Finance, Accounting or other relevant field, or a Bachelor’s or certified accounting degree with 10 years experience
  • Minimum eight years experience in administrative and financial management of large-scale, complex, international development assistance programs
  • Demonstrated supervisory experience
  • Familiarity with USG financial reporting and compliance requirements
  • Demonstrated experience and skills in developing and managing large budgets
  • Proficient in QuickBooks, Excel, and databases
  • Excellent communication skills both written and oral
