Lutheran World Federation Jobs in Dadaab Refugee Camp Kenya - Camp Manager, Livelihood Officer and Construction / Shelter Assistant


Lutheran World Federation / Department for World Service Kenya / Djibouti Programme is seeking to recruit a Kenyan nationals for the following position, to be based in Dadaab Refugee Camp.

1. Camp Manager

Report to Project Coordinator

Key Functions

Project planning, implementation and management

    * Overall responsibility for the successful planning, coordination, execution, monitoring, control, and evaluation of the project at Camp level.
    * Direct and supervise the staff in project implementation at camp level.
    * Verifying activity reports and financial receipts from staff before taking them to the Accountant
    * Chairing and facilitation of project review meetings with the staff at the Camp level
    * Organizing key project activities i.e. workshops, meetings, stakeholders meetings, beneficiaries’ trainings, etc
    * Preparation of internal  project  weekly, monthly , annual reports  and other periodic reports
    * Ensure that implementation is done according to the budget and work plans
    * Ensure effective and on time communication with partners, the UNHCR field unit, LWF  senior staff, and  the community

Coordination at Camp level

He will chair interagency meetings, sectoral/monthly meetings and circulate the minutes to the UNHCR and other partners present.

Support in organizing annual events like World Aids day, World refugee day, International day of peace among others, with the help of other implementing partners

Operations at Camp level

    * Responsible in maintaining sound and cost-effective operational standards and procedures in transport, stores, procurement, communications and security at the camp level.
    * Ensure proper utilization of supplies, equipment and assets based at the camp level
    * Responsible for supervising and motivating camp-based staff in accordance with LWF policies, procedures and guidelines.
    * Responsible for conducting regular staff performance appraisal aimed at enhancing achievement of LWF objectives and mission in accordance with LWF policies and procedures.
    * Responsible for ensuring all LWF staff observe the highest standards of the Code of Conduct for humanitarian workers, refugee protection and prevention of sexual abuse and exploitation of beneficiaries.
    * Responsible for reporting to the Sub Program Manager, Project Coordinator and Nairobi based project coordinators of any incidents of abuse of authority all forms of fiscal impropriety and discrimination in LWF operations.
    * Perform any other duties and responsibilities assigned by the supervisor or designate.

Professional Qualifications, experience & skills

    * Graduate degree in Social work, community Development, Sociology or any other social sciences related field
    * At least 5 years of progressive experience in humanitarian program management, preferably in refugee settings. Experience gained in management and community mobilization is an added advantage
    * Professional experience working with international organizations/ NGO
    * Experience in project/program development and Management
    * Strong representation, negotiation and coordination experience gained from working with UN organizations, national and international NGOs.
    * Working knowledge and experience of humanitarian principles, SPHERE and UNHCR standards and field security protocols and procedures.
    * Excellent computer skills in word processing, database management, spreadsheets, use of internet and email.
    * Skills in facilitation of partnerships to fulfil program objectives
    * Experience in conducting trainings, facilitation and capacity building
    * Ability to work under pressure, tight deadlines and adverse climate
    * General knowledge about the political, socio-economic and social situation in the regions.
    * Strong analytical, problem solving and quick response experiences in humanitarian contexts.
    * Experience and skills in developing proposals, concept papers and reports writing.
    * Experience working with refugees and/or local communities to promote community-based structures and institutions for self-management.
    * Proven academic and/or on-job training on ‘Project Cycle Management”.

2. Livelihood Officer

The Livelihood Officer will report to the Community Services Officer.

He/she will lead, supervise and facilitate the smooth running of livelihood activities in LWF/DWS Dadaab Sub Program.

Key Functions

    * Provide technical direction, leadership and training to the livelihoods team on income generation, group savings and loans, revolving funds, vocational skills training and strengthening of small scale businesses for persons of concern to enhance their self reliance.
    * Design and coordinate market assessments, conduct feasibility studies and supervise the smooth start up and running of selected projects
    * Propose objectives, elaborate work plans and formulate monitoring and evaluation plans for the livelihoods activities
    * Participating in proposals development and budgeting for new projects in accordance with the provided guidelines and standards
    * Responsible for overseeing implementation of project activities in accordance with approved time schedules, budgets and regulations of LWF and her partners and donors.
    * Responsible for promoting and facilitating refugee participation in project management cycle through established community based structures or any other relevant for a
    * Perform any other duties and responsibilities assigned by the supervisor or designate.

Professional Qualifications, experience & skills

    * Bachelor’s or advanced degree in Commerce, Business Administration, Community Development or other related field.;
    * Minimum 5-years’ working experience with INGOs in the fields of livelihoods at management level with at least 2-years’ experience engaging with refugees, asylum seekers, migrants and/or other vulnerable populations in economic strengthening interventions.
    * Excellent command of the most common methodologies to identify, assess and monitor livelihood activities, with proven record of achievements.
    * Experience with Household Economy Approach (HEA) will be an added advantage.

3. Construction / Shelter Assistant

The Construction Assistant will be responsible for implementation of shelter project.

He/she shall report to Construction Supervisor in the performance of his/her duties and responsibilities, which shall include the following;

Key Functions

Project implementation

    * To train and supervise the carpenters and ensure quality workmanship for refugee shelters.
    * Ensure shelter beneficiaries are well informed on the shelter construction procedures.
    * Ensure safe custody of machineries and equipment allocated to him/her.
    * Responsible for ensuring proper implementation of funded activities in accordance with approved work plans, budgets and regulations of LWF/DWS and her partners and donors.
    * Responsible for supervising carpenters and bricklayers working under shelter project.
    * To prepare weekly, monthly, quarterly and annual reports detailing the progress and achievement of project outputs and objectives, outlining challenges and recommendations for future planning.
    * Attend and Participate in sectoral and other shelter related meetings at camp level.
    * Responsible for other duties as delegated/assigned by supervisor or designate

Operations

    * Adhere to sound and cost-effective operational standards and procedures in transport, stores, procurement, communications and security in the performance of duty.
    * Properly utilize supplies, equipment and assets assigned for official duty.
    * Responsible for supervising and motivating shelter monitors, brick layers and any other incentive staff working under him/her in accordance with LWF/DWS policies, procedures and guidelines.
    * Responsible for conducting regular incentive staff performance appraisal aimed at enhancing achievement of LWF/DWS objectives and mission.
    * Observe the highest standards of the Code of Conduct for humanitarian workers, refugee protection and prevention of sexual abuse and exploitation of beneficiaries.
    * Responsible for reporting to the Project Coordinator, supervisor or any senior staff any incidents of abuse of authority, all forms of fiscal impropriety and discrimination in LWF/DWS operations.

Professional Qualifications, experience & skills

    * Higher Diploma in building constructions, civil engineering or related field or diploma in building construction with relevant experience in a humanitarian environment preferably refugee set up.
    * Knowledge and working experience in design software (CAD software)
    * Skills and experience in drafting/sketching of building plans.
    * Experience working in a humanitarian context, with communities/refugees to design shelters
    * Strong analytical, problem solving and quick response experiences in humanitarian contexts.
    * Possession of negotiation and facilitation skills and experience working in forced migration settings.
    * Working knowledge and experience of humanitarian principles, SPHERE and UNHCR standards in shelter and camp management.
    * Excellent computer skills in word processing, spreadsheets, internet etc
