Oxfam, Post: RFP for Consultancy Services.

Job Description / Responsibility
Oxfam in Bangladesh Office is planning to conduct study to assess Cash for Training ( CFT)Approach with a specific objective which are:
In-depth comparative analysis of the positive and negative impact both generated by CFT
Re-conceptualisation of this approach and inform decision maker whether CFT will continue as a modality in future Emergency Response inBangladeshor not and should it requires further modification.
CORE OUTPUT FROM STUDY
The study will inform Humanitarian Actors about:
Effectiveness of using cashes beneficiaries are getting from training for buying food, generating asset and livelihood.
Any negative and bad implication that has been generated through CFT on long term awareness raising initiatives if any.
Re-conceptualisation of this approach that would be helpful to transfer cash to targeted beneficiaries completely based on their need which is alternative to present approach and will be effective to give cash to beneficiary in given context with same objectives.
Positive change in building confidence among women to influence family’s decision because of money they are getting from CFT.
Any alternative mechanism to raise awareness rather providing training with cash to beneficiaries.
Comparative analysis of effectiveness between providing cash to all targeted beneficiaries with training package for securing food and customise skill development training package for IGA as recovery support?
Perception and impression from Donor, UN, INGOs, Bangladesh Government and Community on Cash for Training.
