Job Purpose
 
The Project Assistant will assist in tracking, collecting and analyzing relevant data and information for SAFE Coast Project. 
She /he will keep abreast with the changing environment and assist in developing appropriate strategies to respond to the changing environment. 
She/he will also support monitoring and evaluation activities for SAFE coast partners. 
This position is based in Mombasa, Kenya and reports to the PM and works closely with the P&MERL officer
 
Program Planning and Management
  • Participate in, and facilitate workshops, trainings and meetings and also responsible for report writing, minutes taking and communicating to SAFE Coast project team(s); 
  • Undertaking all Target of Opportunity processes including scoping and development of Target of Opportunity proposals in liaison with the Project / MERL Officer; 
  • Support in designing a project filing system (soft and hard copies with back up) and participate in documentation to ensure documents and reports are accurately filed and kept up-to-date; 
  • Assist in ongoing design and implementation including collaborating with partners to adjust work plans and monitoring and evaluation plans as well as project closeout; 
  • Participate in developing program tracking tools including conceptual as well as results frameworks in line with SAFE Coast design and changing operating context; 
  • Assist Project Manager and Project / MERL Officer to prepare responses to requests from networks, collaborators and stakeholders and donors, governmental organizations, the media, and the public regarding program information; 
Monitoring, Evaluation and Reporting
  • Assist in the verification of data from quarterly/monthly reporting tools (partners and direct implementation) and support its collation and analysis; 
  • Jointly with SAFE Coast team plan project supported activities; 
  • Raise program activity briefs for MERL related support to the SAFE Coast Team and partners based on approved work plans; 
  • Monitor implementation of SAFE Coast related activities both by partners and relevant agencies such as IEBC, Provincial Administration and security agencies among others; 
  • Track monthly reporting rates of activities by implementing partners and community participation and give feedback to SAFE Coast team; 
  • Assist the partners to conduct data tracking tools inventory and reporting tools and share report of the status to SAFE Coast team; 
  • Assist in SAFE Coast supported assessments, surveys and evaluations. 

Minimum Qualifications, Experiences and Skills
  • Bachelor’s degree in peacebuilding, international relations, political science, or related social sciences. 
  • Minimum 2 years of experience in providing technical assistance to democracy and governance/peace building and conflict management programs, mainly implementing community and civic mobilization and outreach campaigns; 
  • Strong ability to communicate effectively (proven public speaking and communication skills) in English and Kiswahili, both verbally and in writing; 
  • Knowledge of MS Office Suite, specifically Word, Excel, PowerPoint and Outlook and any statistical packages such as SPSS, Epi-Info and Stata and internet use; 
  • Prior work experience in the coastal region and familiarity with community strategies, structures and processes; 
  • Strong interpersonal skills and the ability to interact successfully with a diverse group of individuals and champion a team spirit; 
  • Demonstrable ability to write proposals, reports, and procedures as necessary and design a filing system for storing documents; 
  • Demonstrable ability to write daily correspondence, maintain documentation, as well as complete required forms and familiarity with dissemination procedures; and 
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times especially in relation to partner activities 

Scope of Work
 
1.0 Background Information
 
Pact is an International NGO with an office in Kenya among several other offices across the world, which enables systematic solutions that allow those who are poor and marginalized to earn a dignified living, be healthy and take part in the benefits that nature provides. 
Pact accomplishes this by strengthening local capacity, forging effective governance systems and transforming markets into a force for development.
 
The FANIKISHA Institutional Strengthening Project is a five-year cooperative agreement (2011-2016), funded by USAID/Kenya and implemented by Management Sciences for Health (MSH), Pact Inc., Danya International, and Regional AIDS Training Network (RATN).
 
Kenyan civil society organizations (CSOs) play a critical role in delivering health services to the marginalized, poor and underserved populations in the country. FANIKISHA is building the capacity of national-level CSOs to ensure and sustain their contributions to improve the health and well-being of Kenyans. 
It envisions that by the end of the project, national CSOs will be empowered- they will display the characteristics of an effective CSO, ready and able to play a bolder and larger role in Kenya’s health sector.
 
FANIKISHA will work with 10 Kenyan national CSOs and their affiliates to build their capacity in financial management, human resources, management systems, leadership, governance, and advocacy to play a more strategic role in working with the Government of Kenya and other stakeholders to deliver effective health services at the community level.
 
Increased leadership in advocacy for an expanded role for CSOs in community health policy articulation and implementation is a key result area for the FANIKISHA project. 
Specific outcomes within this result area include:
  1. Increased leadership and advocacy by national CSOs as articulated in national policies and strategies for community health;
  2. Increased role for CSO engagement in delivery of health services articulated in national policies and strategies;
  3. Increased national health resources allocated for CSO managed community health institutions and activities;
  4. Increased CSO engagement in implementing community health strategies.
FANIKISHA, through mentorship grants and advocacy capacity strengthening will provide advocacy mentorship to the 10 national CSOs and their affiliates.
 Following successful mentoring, FANIKISHA will support the CSOs to also strengthen the advocacy capacity of their affiliates.

2.0 Consultancy Objective
 
FANIKISHA has in place an advocacy strategy which is currently being rolled out. A key strategic objective of the strategy entails increasing the institutional capacity for advocacy among CSOs receiving FANIKISHA grants and their affiliates.
 
The objective of this part-time consultancy is to support the Advocacy Technical Advisor in mentoring 10 civil society organization during the 2012-2013 project year.
 
4.0 Key Tasks & Deliverables

Note: the 96 days are spread between the period of November 2012 to June 2013.
 
5.0 Consultant Qualifications
 
The consultant should possess the following qualifications:
  1. Knowledge of Kenya’s historical and current health landscape.
  2. Experience in engaging with the Kenya Government and key stakeholders on health policy and different program implementation levels.
  3. Experience in engaging in advocacy work, networking and alliance building
  4. Experience in institutional strengthening of CSOs in advocacy
  5. Good communication and writing skills
  6. At least a Bachelor’s degree and 8 years of work experience.
  7. At least two years of consulting experience with team leader responsibilities.
6.0 Management of the Consultancy
 
The FANIKISHA Advocacy Advisor will be the lead technical contact person for this consultancy. 
FANIKISHA will provide the necessary logistical support such as transportation required to deliver on the outlined tasks. 
Communication and internet facilities will be provided in situations where the consultant is working from the FANIKISHA or Pact offices. 
The consultant should be willing to respond to the needs of CSOs on short notice.
 
7.0 Proposal Submission & Reviews
 
The submission should include both the technical and financial proposal. 
The technical proposal should include among others: the consultant’s interpretation of the scope of work, ideas on conducting advocacy mentorship for CSOs, key advocacy issues within the Kenyan health sector, approaches the consultant will use in strengthening CSO’s advocacy role, and networking and alliance building of CSOs. 
The consultant should also include his/her curriculum vitae.

I. Purpose of the function
 
The Communications officer will be responsible for managing all communication related work for KCSSP. 
She/he will be responsible for managing the day-to-day communication needs/demands for the programs and partners within the Kenya office as well as be responsible of developing concepts of all communication materials and ensuring that they adhere to the set standards and regulations. 
The communications officer shall support program staff in documenting and dissemination of published work in all possible formats that will ensure a wider coverage of all the targeted audiences. 
In addition the communications officer shall be expected to be innovative and creative in dispensation if his/her duties while keeping abreast with the latest communication technologies, methodologies and approaches.
 
Specific Duties and responsibilities
  • Manage the production of all communication materials both print and electronic including set up of required templates and systems, and work with program staff to implement the same
  • Ensure all communications and project materials are branded in accordance with the donor and Pact regulation and guidelines;
  • Monitor and evaluate program partner branding of projects and activities to ensure that it is done in accordance to the donor and Pact guidelines
  • Refine content for quarterly reports, technical briefs, and other documents prior to dissemination;
  • Work closely with other program team members to develop communications products such as technical papers, training manuals, program research papers etc. that support the implementation of their components;
  • Package information and success stories in a professional high quality standards for dissemination to all key stakeholders (Donors, CSO partners, general public, government);
  • Work closely with the program officers to establish systems to disseminate regular project successes and information through Pact and USAID’s website, intranet and other publications;
  • Handle media inquiries and preparing press briefing kit
  • Regularly act as program photographer at program events and during site visits
  • Work closely with the Outreach coordinator in monitoring domestic media for coverage of program partners and share with project team;
  • Monitor effectiveness of communications materials and information shared among partners and other CSOs;
  • Train field team and other staff regarding the importance of communications and how to integrate communications into their work
  • Mentor the program partners on matters relating to communication
  • Integrate communications activities into program annual work plans; and create communication synergy across programs within the country office and Pact globally
  • Work closely with the procurement department in coordinating procurement of communication services such as publishing, video documentary etc. and ensure the deliverables are of high standard as per the set guidelines.
  • Coordinate all media placement activities and advertisements
  • Lead in preparation of materials for in-house use, workshops and other networking activities
  • Manage and maintain a photo library and program archives. This will include classifying all incoming photos captioning and filing them appropriately
  • Participate in capacity building trainings conducted by the programs for the implementing partners
  • Manage the implementation of the SAFE Coast media strategy
  • Work closely with the KCSSP Deputy chief of party (DCOP) to implement a strategy for communications and action plan to be updated annually
  • Other duties as assigned by the DCOP.
Location: Based in Nairobi and serve/support all partners on a need basis.
 
Level of Effort and Allocation:
 
The position is full time for a period of 3 to 8 months. 100% of the incumbent's time will be used to provide support on the above-mentioned programs. 
Prioritization of work will be done based on urgency.
 
Qualifications:
  • At least a degree in Communications and Media related field, or equivalent work experience in communications and media related field, with a diploma in graphics and communications.
  • Minimum of 5 years of relevant professional experience working for Non-governmental organizations in a similar position
  • Understanding and knowledge of desktop publishing software (Adobe CS5), as well video documentary production and processes highly desired
  • Ability to work minimal supervision, take initiative and manage a variety of activities concurrently. Proven ability to multi-task is essential.
  • A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment.
  • Ability to communicate effectively and persuasively.

Job Purpose
 
Position Summary: The Senior Institutional Strengthening Advisor will provide high-quality technical assistance to Pact’s institutional strengthening initiatives in Kenya.

  • Support in the design of new projects focusing on institutional strengthening and capacity development 

Title: Deputy Chief of Party/Technical Director for Institutional Strengthening

Background
 
The FANIKISHA Institutional Strengthening Project is a 5-year USAID-funded project. FANIKISHA is strengthening the institutional capacity of national-level civil society organizations (CSOs) and their affiliates in Kenya to enable them to be responsive to the health and well being of Kenyans. 
This project also strengthens national-level Kenyan CSO networks to provide national-level advocacy for inclusion of CSOs in policy making and strategy development for increased health service delivery to the communities.
 
Overall Responsibilities
 
The Deputy Chief of Party/Technical Director for Institutional Strengthening, as a key senior member of the staff, will oversee the development and implementation of standards and strategies to strengthen the institutional capacity of selected national Kenyan CSOs and their affiliates. 
S/he will ensure that institutional strengthening technical assistance to the CSOs meets the established standards in order to result in long-term sustainable impact on the institutional capacity of CSOs and their community interventions to deliver quality services and manage resources efficiently. 
The DCOP/Technical Director for Institutional Strengthening will support the project’s institutional strengthening technical advisors and consultants as they provide technical assistance to the CSOs. 
S/he will work directly with the senior advisor for institutional strengthening technical assistance, the partnership coordinator, the marketplace technical advisor and the advocacy technical advisor to ensure the adoption of established institutional strengthening standards and indicators in the course of technical assistance to CSOs.
 
Specific Responsibilities:
 
As the DCOP, s/he will have the following specific responsibilities:
  • Lead, coordinate and manage the strategic relations, including leveraging opportunities with institutional strengthening partners and stakeholders, including the government of Kenya, the private sector and other partners involved with CSO institutional strengthening in Kenya
  • Lead the project planning components, including annual work planning on each of the technical areas of the institutional strengthening categories
  • Work with Director for Monitoring and Evaluation, Reporting and Learning (MERL) and other relevant project staff to document and share successful practices and lessons in the areas of institutional strengthening
  • Provide support to and supervise the senior technical advisor for technical assistance and the partnership coordinator and provide technical oversight of the advocacy and marketplace program components
  • Arrange and conduct relevant meetings for CSO grantees, institutional strengthening vendors and partners involved with the implementation of the project strategy
  • Prepare monthly and other project management reports to the COP, including implementation highlights for discussions with USAID, the government and other major stakeholders
  • Represent the COP in his absence
  • As the Technical Director for Institutional Strengthening, s/he will have the following responsibilities:
  • Lead, guide and oversee the development and roll out of the institutional strengthening strategy(ies) and related documents
  • Oversee and monitor the roll out of the project’s organizational and technical delivery assistance strategies
  • Lead the development of institutional strengthening standards and indicators and their adoption by various stakeholders including the CSOs
  • Oversee the development and supervise the operations of the institutional strengthening marketplace, including the identification and enrolment of consultants in the marketplace
  • Identify and coordinate with project partners (MSH, RATN, Pact and Danya) to arrange and provide short-term technical assistance to institutional strengthening components of the project within the framework of their individual scopes of work
  • Identify opportunities for strengthening project staff and the CSOs capacity in institutional strengthening
  • Develop tools, approaches, policies and advocacy initiatives to improve management and technical capacity of CSOs
  • Oversee the strategic direction and program activities for governance, grant management, resource leveraging to increase the government of Kenya and donor support and resource allocations for the CSOs
  • Collaborate with the Chief of Party and other team members in fully integrating activities into the project’s overall goals to ensure project deliverables are achieved.

Qualifications:
  • Advanced degree in public health or another technical area relevant to capacity building or institutional strengthening. Relevant experience may be considered in lieu of an advanced degree.
  • At least ten (10) years of experience designing, implementing and managing health programs in Kenya with substantial knowledge and experience in Kenya building capacity for NGOs and CSOs. Experience with USAID and PEPFAR donor projects.
  • At least 7 years of experience providing consultancy services in institutional strengthening or related field of work.
  • Demonstrated success and expertise in influencing and negotiation and advocacy work among senior-level donors and government counterparts in the country.
  • Significant experience in local governance/public administration including capacity development of civil society organizations, policy reform, policy/legislative change, local community organizing, and advocacy.
  • Proven, effective leadership skills. Superior ability in developing effective interpersonal relationships, negotiation and conflict management. Self-motivation and a commitment to lead and work with a diverse team are essential for this position.
  • Excellent written and oral communications and presentation skills in English.
